The old City Hall on the plaza is a library now. The outside was left alone and the inside filled with books, and the high ceiling and old staircase in the lobby catch you first. Readers and sightseers mingle, so the mood stays easy. It also works for ducking out of the rain or sitting for a while near City Hall.
