Kitakaro's flagship opened in 2016 inside Hokkaido's first proper public library, built in 1926 and reworked by Tadao Ando. Buy choux cream and baumkuchen on the ground floor, then climb to the second-floor cafe, where the original tall columns still stand over soft serve and parfaits. Lunch plates such as omurice and scallop spaghetti are on the menu too. People come for sweets and end up lingering over the building.
