The name means roughly "scooping up stars", and from the plaza near 700 m up, the lights of Kobe pour down to the sea. Being closer to the city than Mt Rokko, the roads, port, Rokko Island and Osaka beyond look bigger and sharper, and many people rate it the better view. The cable-car-then-ropeway ride up is a little trip of its own. Up top there's little more than benches and a small café, so at night it's all about the view.
