Mt Rokko is the green wall behind Kobe, and the Garden Terrace sits along its ridge: viewing decks, restaurants and souvenir shops in stone-and-timber buildings. The view runs from the Akashi Strait in the west across the Osaka plain to Kansai Airport, and after sunset that whole plain fills with lights. The branching timber frame of the Shidare Observatory and the stone Miharashi Tower are the photo spots. It's noticeably colder than the city, so bring a layer in autumn.
