Tadao Ando's concrete-and-glass boxes open onto the sea, and on the plaza a giant frog by Dutch artist Florentijn Hofman squats with kids playing beneath it. The permanent collection leans toward modern art and artists from Kobe. The building itself is worth the walk even if you skip the galleries.
