Wind up the hill right behind downtown Hagåtña and you reach a small stone fort from the Spanish era. A few rusty cannon sit on the low wall aimed at the sea, and beyond them the roofs of Hagåtña, the marina and the blue of Agana Bay run off toward Tumon. The fort takes minutes to see; people stop for the breeze and the long view of the west coast.
