Miguel López de Legazpi's men built the first fort here in 1565 to guard Spain's foothold, and the coral-stone walls you see were reworked through the 1700s. It's triangular and small, so a full loop doesn't take long. Up on the ramparts you look past rusty cannons to the port cranes and the sea, while the inner courtyard, with its lawn and big shade trees, is calmer than you'd expect downtown. A couple of small rooms hold Spanish-era artefacts and old maps. Some people find it underwhelming for the size, but most say it's a cheap, quiet stop in the middle of the old-town loop.
