A giant ring links the tops of the two towers, and that ring is the observatory. Buy your ticket on the 39th floor, ride the glass-tube escalator slung across thin air to the indoor deck on 40, then climb once more to the Sky Walk, a rooftop with no ceiling at all. Walking a full circle in the wind with no glass in the way is the whole point. At sunset the sky goes orange to the west; turn round and there are the Umeda towers and the red HEP FIVE wheel.
