Follow the underground passage from JR Kobe Station toward the sea and you come up among the umie mall buildings; at the far end, sitting on the water, is MOSAIC, a low wood-clad strip of shops and restaurants. From its deck railing you look straight across at the red Port Tower and the Maritime Museum, which is why most Kobe night-view postcards are shot from here. The Ferris wheel, the Anpanman Museum and the waterside terraces pull in families and couples alike. After dark the wheel and the boardwalk light up, and harbour cruises leave from right in front.
