Norman Foster's glass dome sits on top of the building where the Bundestag actually meets. A ramp spirals up the inside wall, and a mirrored funnel in the middle bounces daylight down into the debating chamber below. From the top you get the Tiergarten, the Brandenburg Gate and the TV Tower all round. It's free, but you must register online beforehand, and there's a passport check and airport-style security at the door. The free audio guide picks out buildings as you walk.
