From the sand you look up at a red-roofed shrine perched on a sheer rock. It's counted as Okinawa's highest-ranking shrine, so there's a steady stream of worshippers and wedding shoots. Take the steps down and you're on Naminoue Beach, a city beach with an elevated road running overhead. It's not the postcard sea, but nowhere else lets you walk from downtown and put your feet in the water. Plenty of people come at dusk to watch the sun drop into the sea from beside the shrine.
