Hulhumalé is a new town built on sand pumped onto a reef, and its whole east coast is one long public beach. The water is the clear turquoise you came for, and there are sunshades, swings, hammocks and showers along the sand. Cafés and restaurants line the road behind, so it's where people land on a late flight or wait for an early one, staying near the airport. The sand isn't resort-fine, and it feels like a neighbourhood beach where locals come to unwind.
