A few steps from the car park the wind hits you at the edge of the deck. Below, sheer limestone drops into deep navy water; to the left the turquoise of Tumon Bay and its line of hotels laid out in one sweep. The name comes from a Chamorro legend about two lovers who were kept apart in Spanish times, tied their hair together and jumped. Hence the heart-lock wall by the deck, crammed with padlocks carrying couples' names.
